Prohibitions & AI Literacy

The ban on unacceptable-risk AI practices (Article 5) and AI-literacy requirements for providers and deployers apply. Companies must cease any banned practices immediately or face €35M fines.

Governance & GPAI Rules

Governance provisions and obligations for general-purpose AI models take effect. The Commission and AI Office issued the GPAI Guidelines, Code of Practice, and Training-Data Template (July 2025) to support compliance. Member States must designate national authorities by this date.

Full Applicability

The Act becomes fully applicable across the EU. Providers of high-risk AI systems (Annex III) must comply with all requirements, including conformity assessment, technical documentation, post-market monitoring, and registration in the EU database.

Extended Transition (Embedded Systems)

High-risk AI systems embedded in regulated products under Annex I (e.g., medical devices, vehicles) come fully under the AI Act. All AI systems must be fully compliant with enforcement actions for non-compliance.

What is the Digital Services Act?
